Madeon, co-producer of "911", previously worked with Gaga on her 2013 album Artpop. "911" was written for Lady Gaga's sixth studio album, Chromatica (2020) by Gaga, Justin Tranter, BloodPop, and Madeon; production was done by the latter two, along with Benjamin Rice. The song started off as a demo from BloodPop and Tranter's sessions together.
